Training Module Development Consultant for Scam Ready ASEAN

Background

With support from Google.org, the ASEAN Foundation is implementing the Scam Ready ASEAN to address the increasing threat of online scams and cyber fraud across ASEAN. This threat has escalated due to rapid digitalisation, widespread adoption of online payment systems, socio-economic pressures, and the increasing sophistication of scam tactics—including those enabled by artificial intelligence. The resulting financial and social harm has had a profound impact on individuals, families, and communities across ASEAN.

The programme aims to equip 3 million people across all 11 ASEAN Member States with the knowledge and skills to recognise, prevent, and respond to online scams, including emerging AI-enabled threats. Working with 20 local partner organisations, the programme will mobilise 2,000 Master Trainers to directly reach more than 550,000 learners while advancing public awareness through digital campaigns, educational resources, and regional collaboration. As part of the programme, three Regional Convenings will bring together representatives from governments, industry, civil society, academia, and development partners to exchange knowledge, share good practices, and strengthen regional cooperation in addressing online scams. Together, these efforts strengthen digital confidence and nurture a culture of looking out for one another, helping communities stay vigilant and safe online.

To support these capacity-building initiatives, the ASEAN Foundation (AF), Internet Society (ISOC), and the Global Cyber Alliance (GCA) have jointly developed a comprehensive core training module. To support effective delivery to different target audiences. The programme seeks consultant to synthesise and adapt the content into engaging, well structured, ready-to-use materials for interactive training sessions.

These Terms of Reference (ToR) set out the scope of work, objectives, and expected deliverables for engaging a qualified consultant. The consultant will develop high-quality, audience specific presentation decks and supporting facilitator guidance derived from the core module for use in capacity-building activities with, Master Trainers and End-Beneficiaries..

General Objective

The ASEAN Foundation invites qualified consultants to develop audience-specific training and presentation materials based on our existing Southeast Asia core module. The materials will cover five key themes – Understand, Identify, Prevent, Respond & Report, and Support – and will be tailored to the learning duration and distinct needs and skill levels across of each beneficiary categories.

The consultant will transform comprehensive technical content into engaging presentation materials, interactive learning activities, quizzes, and pre- and post-test assessments. In close coordination with the ASEAN Foundation, the Consultant will establish clear and aligned learning objectives and ensure that the materials are practical, accessible, culturally appropriate, and ready for Master Trainers to deliver to each target groups and End-Beneficiaries to learn.

Tasks and Responsibilities

The consultant will undertake the following tasks and responsibilities: :

Create derivative slide presentations from our Southeast Asia modules on anti-scams, consisting of 5 parts:
Module 1: UNDERSTAND: Know how and why scams work
Module 2: IDENTIFY: Change behaviour to spot scams
Module 3: PREVENT: Proactively reduce scam risk
Module 4: RESPOND & REPORT: Act quickly when something goes wrong
Module 5: SUPPORT: Support victims and scam-strong communities
Create derivative objectives for every module and align the materials with those objectives.
Ensure the objective of every module and the materials meet the unique needs and skill levels of each group.
Develop engaging and comprehensive presentation materials and interactive learning activities for each module
Collaborate with the ASEAN Foundation to ensure alignment with the programme goals.
